EU Policy & Enlargement

PPLL Consult is specialized in EU Policy and Enlargement, providing technical support to governments and national Ministries of Labour, Social Solidarity, Family and Equal Opportunities in the enlargement countries, such as Romania, Bulgaria , Macedonia and Turkey. Among others, this include the support to the Managing Authorities for the modernization of the Public Employment Service, supporting the implementation and management of the European Social Fund in these countries and preparing for pre-accession and post-accession to the European Union. Also, has been responsible for the organization of study visits, internships and host training sessions for representatives from various public and private institutions of these countries.

Has been giving support to European initiatives and EU bodies such as the EU Skills Panorama and CEDEFOP, for the fields of Employment, Qualifications and Skills Anticipation, EIGE - European Institute fo Gender Equality, for Labour and Gender Equality fields, European Commission and AEIDL - Association Européenne pour l'information et le developpe Place for the fields of Social and Policy Impact Assessment and European Policy in Portugal.

Public Policy

With a team of consultants with broad experience in Public Policy in Portugal and Portuguese-speaking countries, our services have gone through to support national governments and public institutions to build, design and do the assessment of public policies and strategy.

We highlight the work for the Ministry of Public Administration, Employment and Social Security of the Republic of Angola, and the National Institute of Social Security, designing the Strategic Plan for the base funding strengthening of the Social Protection System and Alternative Models or Supplemental Funding.

In Portugal, the work for the Office of Strategy and Planning of the Ministry of Labour and Social Solidarity, ANQ-National Agency for Qualification IGFSE-Management Institute of the European Social Fund and POPH-QREN - Operational Program of Human Resources Development of the National Strategic Reference Framework.

Civil society & Empowerment

PPLL Consult provides to civil society organizations consulting services for management support and action strengthening, training and organizational capacity building. The company's experience has been through working for the empowerment of these institutions in the fields of self-representation, strategic planning, and organization and services restructuring.

Its experience has gone through key organizations in different national contexts, in the field of disability, including the Vocational Rehabilitation Centre of Gaia (CRPG), the Association of Blind and Partially Sighted of Portugal (ACAPO), in Portugal, the Guinea Association for the Rehabilitation of the Blind (AGRICE) and the Association of the Blind of Cape Verde (ADEVIC) in African Countries of Portuguese Official Language (PALOP).

Private Sector

PPLL include technical and strategic consultancy services to companies and all institutions of the private sector, supporting managers and administration boards in corporate projects and policies such as management, labor negotiation, human resources management, training, legal and technical advice, and projects financed and co-financed by EU funds, as external evaluation and audit preparation, submission of applications and project management support.
